APrIGF 2018 Port Vila Synthesis Document – Draft 1

The second open input period for the APrIGF 2018 Synthesis Document is now open until 18 September (23:59:59 UTC).

The APrIGF community is invited to contribute to document based on the key theme of Empowering Communities in Asia Pacific to build an Affordable, Inclusive, Open and Secure Internet. The 2018 Synthesis Document will be finalized and published in the beginning of October.

Draft 0 will be open during the entire forum for participants both in-person and remote to input reflections and discussions from all workshops.

Open Input Period starts

The first open input period for the framework of the APrIGF 2018 Synthesis Document is now open until 5 August (UTC 23:59:59).  The AP community is invited to contribute to the framework document that will be synthesized into Draft 0 for the APrIGF Port Vila meeting (13-16 August).

    The Synthesis Document aims only to document the input from participants at the APrIGF and from the APrIGF community and is not intended to be representative of the entire diverse Asia Pacific region. Nevertheless, it is the hope of the APrIGF MSG (https://www.aprigf.asia/msg.html) that the development of the Synthesis Document can help drive active participation in the movement, as well as to allow for a platform to project voices, views and thoughts in the Asia Pacific region as contributions to relevant global, national, local and international forums on Internet Governance.
  • How can I give my input/be part of this process?
    An online platform (https://comment.rigf.asia/) is available. You may comment on any paragraph by clicking on the speech bubble icon to the right of every paragraph.  Your name and email address will be collected as part of the validation process for the commenting platform, only your name will be published publicly along with your input.   • What will you do with this input?
    The 2018 Drafting Committee will be taking this input and synthesizing it with the assistance of the Secretariat into Draft 0 for further discussion, comments and refinement at the Townhall sessions (see below for scheduling).

Background

The APrIGF Synthesis Document was an experiment of the APrIGF 2015 Macau, which can be referred back at http://2015.aprigf.asia/synthesis-document/, and its continuation during the 2016 Taipei and  2017 Bangkok meetings https://www.aprigf.asia/events.html.  The concept was first raised and discussed at the APrIGF 2014 New Delhi Multi-stakeholder Steering Group (MSG) meetings, and further refined over the course of MSG deliberations through the year. The Synthesis Document aims to document items of common interest relevant to internet governance in the Asia Pacific region.

In terms of the process of the development of the Synthesis Document, building on the success of the inaugural APrIGF Synthesis Document from the APrIGF 2015 Macao meeting and the increased participation in the consecutive 2016 Taipei document, a webinar prior to the conference was introduced for the 2017 Bangkok process. Now an institution of the APrIGF, the Synthesis Document this year will build upon the overarching theme of “Empowering Communities in Asia Pacific to build an Affordable, Inclusive, Open and Secure Internet”.

The Synthesis Document aims only to document the input from discussions at the APrIGF and is not intended to be representative of the diverse Asia Pacific region. Nevertheless, it is the hope of the APrIGF MSG that the development of the Synthesis Document can help drive active participation in the movement, as well as to allow for a platform to project voices, views and thoughts in the Asia Pacific region as contributions to relevant global, national, local and international forums on internet governance.

All APrIGF participants are encouraged to attend the Synthesis Document Townhall Sessions which all participants are welcome to take the microphone and give their comments publicly. An update of the synthesis document  development highlights will be presented during the closing plenary on Day 3 and the Draft 1 will be published after the conference for a second public comment period.  The final published document will be a synthesis of all input received throughout the process.

Online Comment Platform:

The 2018 Framework Document and subsequent Drafts will be posted on an online collaborative tool at https://comment.rigf.asia for public comment and contribution. Remote participants and all community members are highly encouraged to contribute online as well.
